$500 gutter flooding fine for Los Angeles?

On the first day of the state’s “get tough” water conservation rules, a Los Angeles water pipe broke spilling 20 million gallons of water, submerging 960 cars in an underground parking garage, covering the University of California Los Angeles Pauley Pavilion’s basketball court with 10 inches of water, and has caused other damages.

Perhaps Gov. Brown might suggest Los Angeles fine itself $500 for gutter flooding.

But then again, a lot of people in Los Angeles don’t believe we are in a drought judging by comments on blogs by residents in California’s largest city that believe they are being made to suffer just because the rest of the state — read that places they get their water from — is in the throes of the third year of a severe drought.
