It’s not shooting to kill, according to the California Highway Patrol.

Rather, Angel Arceo, public information officer based in Stockton, clarified the erroneous statement on the high-risk traffic stop exercise involving Manteca Unified Regional Occupational Program students in Joe Waller’s Careers in Law Enforcement.

“We shoot to neutralize,” he said on Friday.

The story appeared in Thursday’s edition of the Manteca Bulletin, with veteran CHP officer Bruce Cochran providing instructions to students during the training for the high-risk stop exercise, in this case, of suspects possibly involved in a drive-by shooting.
