Pulte Homes is Manteca’s largest payer of property tax.

The firm holds a substantial number of unfinished lots as well as a few completed homes in the 1,460-lot Del Webb at Woodbridge on Union Road north of Lathrop Road.

The home building firm owns 1.41 percent of the city’s 2009 taxable assessed property value. The San Joaquin County Assessor’s Office put Manteca’s 2009 assessed property value at $4,815,409,883. That means the Del Webb project lots still owned by Del Webb are worth almost $7 million.

The $4.8 billion figure is a 14.7 percent drop from the 2008 assessed value in Manteca.

The statistic involving the city’s principal property taxpayers appears in the comprehensive annual financial report for the fiscal year ending June 30, 2009 that was released last week.

Deutsche Bank National Trust Co. was second at .69 percent by the fact they are the holder of a Manteca subdivision that is being developed. Third on the list was the 298-unit Paseo Villas Luxury Apartments at Atherton Drive and Van Ryn Avenue that accounted for .67 percent of all assessed value.

The audit also lists top redevelopment agency property taxpayers. It underscores the impact that employment centers, distribution centers, and retail operations have on the municipal budget.

Some examples of assessed valuation include:
•Millard Refrigeration Services in Spreckels Park valued at $28,337,550.
•Promenade Shops at Orchard Valley lifestyle center valued at $27,695,289.
•ADPS Packaging building owned by Metropolitan Life Insurance Co. in Spreckels Park valued at $22,025,665.
•Prologis warehouse in Spreckels Park valued at $20,808,000.
•Doctors Hospital of Manteca valued at $20,652,699.
•Stonegate Apartments valued at $20,127,498.
•Kohl’s Department Store valued at $13,279,886.
•Asseieh Development’s business park next to the Manteca Unified School District office on Louise Avenue valued at $12,094,340.
•Wal-Mart store valued at $12,033,439.
•Laurel Glenn Apartments valued at $10,922,700
•Target store valued at $10,626,985.
•Manteca Bowl valued at $8,521,136.
•Spreckels Marketplace shopping center valued at $8,364,000.
•Carl Karcher Enterprises (Carl’s Jr. warehouse) valued at $5,830,081.
•B.R. Funsten & Co. warehouse (before the expansion) valued at $4,683,591.
•Eckert Cold Storage valued at $4,674.461.
•Sunnyvalley Smoked Meats valued at $3,767,202.
•JC Penney store valued at $3,372,000.
