Teacher deal: No lay-offs, no pay hikes

The Manteca Unified school board agreed Tuesday to ratify a three-year agreement with the Manteca Educators Association covering 2010 to 2013.

The good news on the deal is the no-layoff clause, according to MEA president Ken Johnson.

“The majority of the pink slips issued (this year) will be rescinded,” he noted at the special session.

Manteca Unified issued about 123 such notices last month, including 68 full-time positions. Unfortunately, Johnson said that the agreement doesn’t cover those receiving pink slips in adult education.

Sandy Lohman is the classical and folk guitar teacher at the Lindbergh Educational Center. She recently received her pink slip with her students – all retired and active in this adult education program – fighting to save her job and keeping the class intact.

“I’m on a fixed income and can’t afford to pay for (guitar) lessons,” said Karen Boyles.

Sylvia Bocchiaro is recently retired. She just started picking up guitar lessons from Lohman and enjoys the class.

“There’s nothing like this offered at the Manteca Senior Center,” she added.

Ken Yagi has been in Lohman’s class for about two years and enjoys the company there. “It also fills a void,” he said.

Others such as Tom Hora and Jack Fisher moved from Bay Area to Manteca, in part, because of the programs offered at the senior center and adult school. “For us, it’s really a quality of life issue (to lose the guitar class),” Hora said.

Meanwhile, the no-layoff clause also includes no further reduction in pay or positions for the length of the contract except for those positions that are based on restricted or categorical funding, Johnson said.

Certificated employees of the district will see a reduction of three additional days – or a total loss of six paid work days – thus, making for a 180-day work schedule for teachers, 175 student instructional days, three teacher prep days, and two staff development days.

The agreement also includes:

•High school department chair persons will continue to give up stipends in exchange for not being required to do adjunct duties. Other stipends will be reduced, making the total loss of compensation at 4.2 percent.

•Contracts will be rolled over for this year with no further reduction in compensation.

•Teachers will continue to give up three staff development days until the 2012-2013.

•The district can negotiate with MEA on restoring furlough days if by chance additional funds from the state or federal government are made available.

•On the professional day – based on the language – unit members can arrive 15 minutes prior to the first period or leave 15 minutes after the last period pending the 7.5 hour day is completed.

•Staff meetings may not go longer than 45 minutes past the end of student dismissal.

•Science camp supervision will count as completion of site adjunct duty requirement.

•Mainstreamed special education, kindergarten-through-sixth-grade students, may not be counted towards the maximum class size.

In addition, MEA agreed on the revising the language in areas of evaluation, reassignment and transfer, and making all prep days exclusively teacher prep days.
