Police investigate mistreatment claims at Roseville academy

ROSEVILLE (AP) — Claims by students at an expensive Northern California basketball academy of mistreatment at the school is leading to a search for more possible victims, authorities said.

Four students of the CCSE Preparatory Academy told Roseville police that they’ve been mistreated by the president of the academy, 24-year-old Francis Ngissah, The Sacramento Bee reported Sunday.

In a complaint to police on Jan. 8, the four students told investigators that they had been forced to stand in a corner, restrained with zip ties, and sometimes had clothespins clamped on their nipples as punishment, the newspaper said.

The students — a 15-year-old from France, a 17-year from Brazil, and a 20-year-old from France — lived in a rented Roseville house that served as the academy. The fourth student is from the Sacramento area. His age was not known.

After the complaint to police, Ngissah was arrested the next day on suspicion of inflicting corporal punishment on the three teenagers and the one young adult. He was released on $100,000 bail.

Roseville police Sgt. Darin DeFreece told The Bee that authorities were expanding their investigation, including a search for more possible victims, and other issues.

“I don’t know where the investigation is going to lead us,” he said.

Attempts by The Associated Press to reach Ngissah for comment were unsuccessful, and an email request seeking comment from the academy was not returned.

It was not known if Ngissah had retained an attorney.

The academy — which opened in 2012 and charges $10,000 a year and another $5,000 for live-in students — now has no students, The Bee said.

Its website says the program the academy offers is designed to provide an “excellent academic education that prepares students for the finest colleges and universities, as well as globally competitive high level careers.”
