Ripon council considers 550-home project

A public hearing is scheduled for tonight on the Cornerstone II subdivision along north Ripon Road.

This process is part of the application for the contractor to enter into a development agreement with the City of Ripon in order to subdivide two parcels of about 19 acres in order to create 55 single-family home lots.

This item and others will be discussed at the Ripon City Council’s 7 p.m. open session. This regularly-scheduled meeting will take place in the Council Chambers, 259 N. Wilma Ave.

“This project is consistent with the Ripon general plan,” said Planning Director Ken Zuidervaart, who outlined the Cornerstone II agreement along with the lot sizes, development requirements and fees at the June 18 Ripon City Council meeting.

He noted that in 2011, a resolution was adopted to provide a three-step scale for reduction in recreation fees to encourage development in the economic downturn.

According to the tentative subdivision map, Cornerstone II is planned for the west side of north Ripon Road – or just north of the Cornerstone I subdivision – via two main streets, Clendenin Parkway and Diamond Lane. Featured will be 74-foot wide streets with landscaped parkways.

“As always, the purpose of the agreement is to insure that the development of the project is in the best interest of the city, and will provide for orderly grown and development of the area consistent with the city’s planning goal and objectives,” said Zuidervaart in his staff report.

He added that a public hearing on this project was held a few weeks ago before the Planning Commission with no one stepping up to make comments.

In other agenda items:

• A public hearing is also scheduled to set the amount and give approval of the levy for the annual assessment for the City of Ripon’s fiscal year 2012-13.

• A public hearing to set the amount and give approval of the levy of the annual assessment for the Cornerstone I landscape maintenance district.

• A second reading and possible adoption on the “administrative officer” title on the ordinance relating to “employment, residency, removal, compensation, powers and duties” of that position.

• An ordinance that approves the development agreement with Central Valley Executive Builders for the proposed Cornerstone II project.
