Is Woodward Park a public park or not?

Editor, Manteca Bulletin,

The Woodward Park basin is on lockdown.

At least that’s what it seems like. Ever since the park has been completed, the cyclone fence has remained in place up around the storm retention basin area and some of the gates locked. This leaves two ways in or out from the basin yet it gets so much use that it makes no sense for the fences to be there. Does the city have a reason for the fences being there besides the cost of taking it down? Does it need to be locked up?

If the city wants to keep the cyclone fence in place, it seems like at least taking the locks off the gates (the wide gates near Buena Vista and Azevedo are always locked) and adding a few more gate locations would allow much easier access for the general public for soccer and such. This is a public park, right? It is there for the use of the public yet access is restricted too much and is an eyesore as well.
