LAW FIRM ACCUSED OF DIRTY TACTICS IN LAWSUIT: UPLAND  (AP) — A Southern California law firm is being accused of planting a tracking device on a city councilman's vehicle as a way to intimidate him.

Costa Mesa Councilman Steve Mensinger said in a lawsuit the GPS system was on his car throughout last year's election season and came to his attention when Orange County prosecutors contacted him.

The suit accuses the city's police officers' association of privacy invasion and civil rights violations. The organization had hired the Upland firm, which has since said it would be dissolving after investigators raided its offices last month.

Prosecutors are looking at accusations that a private investigator who had worked with the firm tailed Costa Mesa Mayor Jim Righeimer from a restaurant and called 911 to say the then-councilman was possibly driving drunk.

Hernandez is a "walk-on" coach at Villa Park High School. Authorities say he grabbed a member of the team during a school practice Wednesday and put him in a chokehold, leaving him unconscious, then punched him several times in the head.
