Reaction to honest high school student puzzling

Editor, Manteca Bulletin,

Something puzzles me. A high school student finds a wallet containing $2,000 and he (returns it to the rightful owner).

 This is the “right thing to do”, ethically and legally. However, he is praised by the police, the city and the school officials. He receives monetary and other rewards. He is put on a pedestal. What does this say about other students, and people in general?  That they wouldn’t be expected to turn in found items? If they do so in the future, should they receive similar praise and awards?
