Should Manteca continue spending $155,000 every year to help underwrite recreational play at the Manteca Golf Course?

My understanding is that one of the benefits of the city underwriting the golf course is that the high school teams get to play for free. If the city stops paying that, will that mean the high school teams would then need to pay to be able to practice?
What about those who could not afford to pay?
