Should Manteca's City Council agree to a new cell tower at Wetmore & Main camouflaged as a flag pole or tree, instead of a basic tower, assuming added costs are recovered from the cell company(s)?

Why not ask the same question but with a slightly different twist: Should the City Council save the costs of building a new cell tower at Wetmore & Main by utilizing the existing water tower and still receiving income from the cell company(s).
