At least 600 Manteca property owners will be receiving code enforcement violation notices in the mail giving them 30 days to abate weeds in excess of 4 to 6 inches.
One large property owner won’t be expected to comply with the abatement rules by mid-May assuming they were cited by the Manteca Fire Department during their annual weed inspection. The property owner is the City of Manteca.
That said, Public Works Director Mark Houghton said the city plans to abate 22 city owned properties in a much more timely manner this year. In 2017, the municipal land wasn’t abated until almost the end of August. Part of it had to do with the failure to provide funding to contract out the service when the  budget was adopted in June of 2017. Due to reductions in municipal staffing dating back to 2008 at the height of the Great Recession that has never been restored, the city lacks manpower to do the work itself and keep up with other pressing park and streets maintenance issues.
Houghton said the city is making arrangements to have the Great Valley Conservation Corps based out of the San Joaquin County Office of Education complex in Stockton do the work again this year. The contract is now being updated although a timeline has yet to be established.
The Great Valley Conservation Corps helps those between 18 and 25 years of age with academic instruction, employment opportunities, green job training, life skills and more.
Houghton said staff is seeking funds for the upcoming budget that goes into effect on July 1 to pay for more preventative applications of pre-emergence weed killers to reduce weed growth on the city properties.
Manteca Fire Chief Kyle Shipherd noted as of Tuesday firefighters had issued 629 code enforcement violations for public nuisance — weeds, rubbish, dirt, trash, grass and vegetation. The majority of the violations are specifically for weeds. Those receiving violations in the citywide inspections will have 30 days to abate the problem.
The city last summer contracted with the conservation corps for $57,684 to abate 22 properties and right of way areas that included:
uButton Avenue, west side row of Button Ave, approximately 3,300 feet.
uNorth side row of Industrial Park Drive, approximately 1,725 feet in length, 20-35 feet in width.
u2514 & 2518 McKinley Avenue, east side row approximately 900 feet in length by 11 feet in width.
uNortheast corner of South Main Street and East Atherton Drive, length varies by 8 to 30 feet in width and is about 9,471 square feet.
u2221 Daniels Street and 1115 Airport Way, both parcels approximately 16.5 acres
u682 S. Main Street, entire parcel, approximately 8.07 acres.
u2260 and 2268 West Yosemite Avenue, entire parcels, approximately 1.93 acres.
u282, 284 Airport Way, entire parcels, approximately 4.51 acres
u1212 Moffat Boulevard, entire parcel, approximately 1.73 acres.
uEntire parcels, approximately 2.28 acres near Moffat and Spreckels.
u580, 600 and 800 Moffat Boulevard,
u220 Moffat Boulevard, portion of parcel approximately 0.34 acres.

 Manteca’s weed
abatement rules
Specifically, the following standards apply within Manteca’s city limits:
uProperty of 1/2 acre or more: Mow all vegetation to a maximum of 4 to 6 inches in height. Remove all grass, weeds or debris from the property. Disc or till the entire property. (In the process of abating property, keep dust production to a minimum to ensure compliance with Manteca Municipal Code Section 8.17 - Prevention of airborne sand, soil or dust traveling to neighboring properties in visible amounts.)
uProperty of 1/2 acre or less: Mow all vegetation to a maximum of 4 to 6 inches in height. Rake and remove all dry grass.
uTrees and shrubs: All dead trees, shrubs and bushes must be cut down and removed from the property. Prunings must also be removed from the property.
uAlleys: Mow all grass and/or weeds to a maximum of 4 to 6 inches in height. Fence lines must be clean and free of weeds. Any and all combustibles must be removed. This includes, but is not limited to trash, rubbish, dry grass, prunings, clippings, auto parts and furniture. Property owners are responsible for the maintenance of the alley from the property line to the center of the alley.
uAll properties: All weeds, rubbish, excess dirt, trash, dry vegetation, discarded furniture, appliances, garbage, auto parts or other material which constitutes a public nuisance, must be abated from the property fence line to fence line.
