Plan calls for 1,014 more housing units

Demand by new home builders running out of development ready land in the Bay Area could move a neighborhood first approved in 2005 in west Manteca to ground breaking in the near future.

The Manteca Planning Commission on Tuesday will consider an amendment to the 1,014-unit Villa Ticino West development agreement when they meet at 7 p.m. at the Civic Center council chambers, 1001 W. Center St.

The 229-acre project is on the southwest corner of Louise Avenue and Airport way directly south of the Manteca Unified district office complex.

One amendment would release the developer from building a fire station on Louise Avenue in exchange to contributing $300,000 to build the city’s fire station planned for Woodward Avenue and Atherton Drive. The need for the Louise Avenue station was eliminated with the opening of the Lathrop Road fire station near Del Webb at Woodbridge. 

The other amendment would extend the development agreement through Jan. 1, 2026.

Plans calls for 300 low density single family home sewer allocations to be made available starting this year and another 466 in 2019. There are also 248 high density allocations for an apartment complex that would be available in 2019.

Based on current Manteca Unified figures, at buildout the additional housing units would generate 462 kindergarten through eighth grade students as well as 222 high school students.

There are two housing developments moving forward in the established portion of Manteca due to the strong housing demand. 

uDemolition work has started to clear the way for the 43-unit gated townhouse project in the 600 and 700 blocks of North Grant Avenue and Lincoln Avenue that represents an investment of $17 million.

uGrading and utility work is underway for the 492-home Shadowbrook neighborhood north of Louise Avenue, south of Southland Road and east of Highway 99.

In addition, plans are moving through the city approval process for:

u13 townhouses for the southwest corner of North Walnut Avenue and Alameda Street.

u158 single family homes on 30.17 acres on the east side of North Main Street directly across from Casino Real.  

Villa Ticino West project also includes 14.4 acres of commercial plus two parks including one that could have a dog park component.

The commercial is envisioned for the southwest corner of Airport and Louise directly west of a slightly smaller commercial area zone on the southeast corner of the same intersection. A small, neighborhood-style commercial area has been approved on a map for another subdivision on the northeast corner of the intersection. The Manteca Unified School District’s bus parking is on the northwest corner.

The high density zoning is west of the proposed commercial and borders the eastern edge of Villa Ticino Way that will connect with an existing traffic signal tying into the Pacific Business Center business park west of the MUSD office complex.

There will be three access points to the neighborhood until such time property to the south is developed. Besides at the current traffic signal on Louise Avenue the access streets will consist of extending Geneva Way and Crom Street to the west.

The western edge of the neighborhood will border the French Camp drainage canal and the Union Pacific Railroad tracks.

The developer will be required to:

uwiden portions of Louise Avenue and Airport Way.

uinstall a bus turnout on Airport Way as well as Louise Avenue.

uput landscaping along both arterials including a meandering sidewalk in front of a 7-foot soundwall with landscape area along Airport Way.

uprovide the city with a water well site.

uput in place an irrigation well tabbing  higher water table to irrigate the two parks with non-portable water.

uput in a loop system of purple pipe that stubs at Airport Way and Villa Ticino Avenue  to ultimately developer recycled wastewater to irrigate the parks and common landscaping.

uhave full trim and amenities for homes on corner lots both on the front and street side elevations.

uform a  Community Facilities District to provide for the maintenance of the landscaping, landscape irrigation, park improvements sound walls, public park/basin, public open spaces, ornamental street lights typical of the Tidewater-style, all  public streetscape/median/roundabout landscaping, and bike paths within the Louise Avenue and Airport Way right of way.

uconsider putting a dog park in one of the two park basins.
