Manteca Councilman John Harris noted that the city’s tech savvy has come a long way.

He made that observation during the budget workshop Monday when the city was discussing six figure upgrades to its server system.

“Back when Jay Smart was on the council (1998), I remember that the city had its first website designed by one of his Scouts,” Harris recalled.
