Arrests made for copper cutting

Vigilant neighbors spotted a man and a woman cutting up copper wire and tubing in the 900 block of Yolo shortly after 10 a.m. Thursday and called 911.

The suspicious activity was behind a home where the residents were out of town.

Officers arrived to find Scott Kipling, 41, and Shuntrell Allen, 20, both of Manteca in the rear yard of a residence at that location, according to Officer Dan Chestnut.

They were charged with possession of stolen property and conspiracy.  The duo was charged at the scene and left with citations.  The county jail shies away from accepting suspects when their crimes are not against people as in thefts.
