Fees will help pay for interchange upgrades

LATHROP – Several projects are in the pipeline along the stretch of Roth Road from Airport Way to Interstate 5 in Lathrop that are expected to generate traffic significantly impacting the traffic volume at the freeway intersection.

This particular area is not within Lathrop’s incorporated jurisdiction. However, it is within the city’s sphere of influence and as such the city would be the responsible party in charge of improvements done at the Roth Road-Interstate 5 interchange and the intersection on Harlan Road.

Lathrop, though, would not want to be the only one bearing the financial burden especially since new developments that would be impacting these intersections will be occurring in the county and Manteca jurisdictions. One of those projects was recently approved by San Joaquin County. The KSC Travel Center is located in the unincorporated northeast corner of Roth Road and Harlan Road which is right next to the freeway. Farther east on Roth Road are other commercial and residential projects that Manteca is pursuing in the near future.

It is with these developments in mind that Lathrop has decided to spend $16,000 to conduct a study on the future traffic impacts of these projects and determine future distribution of fiscal responsibilities among the respective jurisdictions.

The funds are intended to cover a contract with Mark Thomas & Company, Inc. for engineering services that would result in “preliminary geometrics and …construction cost estimate for improvements at the Roth Road/I-5 interchange.” Data gathered from this engineering study would be used by the city to provide information to the county and the city of Manteca regarding the potential impacts of their projects on this interchange project, as well as to determine fees that would be necessary to mitigate these impacts.

As part of this fact-finding study, Mark Thomas & Company is currently meeting with Manteca, county and Lathrop officials to gather information regarding the proposed projects, which of these developments will significantly affect traffic at the Roth Road/I-5 interchange, and then get direction from the city on what the configuration of the interchange would be, and later determine which government agency will be responsible for which part of the interchange improvement costs.

The study will also include information on what Caltrans will most likely require in the interchange improvements in terms of accommodating future developments. Caltrans, though, will not be required to review or approve this proposed interchange improvement alternatives.
