Family and friends staged a “Chile Cook Off” at Baccaileri Park on Saturday in honor of Eloisa M. De Leon who passed on Sept. 12, 2002.  Mama Loy (Eloisa) and Papa Joe (Joe De Leon) moved to Manteca in 1945 from Texas and were both well known in the community.  Eloisa De Leon was known for her big heart and amazing cooking.
