Proposal for 86 Manteca homes at Louise/Cottage

Plans have been submitted to the City of Manteca for an 86-home new neighborhood on the northwest corner of Louise Avenue and Cottage Avenue.

Dubbed Edwards Grove, it is one of three new housing developments east of Highway 99 currently moving through the city’s entitlement process.

The three endeavors encompass 964 homes.

Based on the city’s people per house yield of 3.11 people, when all homes are built and occupied they are projected to add 2,998 residents to Manteca’s population.

Two other projects with 280 homes along Austin Road between Louise Avenue and East Highway 120 have been withdrawn by the developers for the time being.

Of the three projects still active, the final map for the first unit of the Yosemite Square project along Austin Road was approved in June

That means Lennar Homes, the developer of the overall 797-home project that will become the largest neighborhood ever built in Manteca east of Highway 99, can proceed with $34.7 million of improvements needed to create lots to build the first 311 homes.

 Austin Road south of Yosemite Avenue and north of Graves Road is closed to through traffic through mid-December to allow Lennar Homes to put in infrastructure and widen Austin Road.

 The third project known as 4-C Ranch is proposed north of Louise Avenue and east of the Diamond Oaks neighborhood KB Homes built in the mid-1990s.

The neighborhood of 68 homes will require the extension of Vasconcellos Avenue north of Louise Avenue.

Cork Oak Lane and Black Pine Way — two stubbed streets in the Diamond Oaks neighborhood — will be extended to the east.

The project will require the 19.68 acres to be annexed to the city.

It is within the general plan’s sphere of influence. As such, the land has already been identified as a logical annexation to the city.

Once annexed, it will bring  the City of Manteca boundary north of Louise Avenue to within a quarter of a mile of Austin Road.

Manteca’s city limits already border roughly 50 percent of the west side of Austin Road between Louise Avenue and East Highway 120 (Yosemite Avenue).

The city already borders all of Austin Road’s west side between East Highway 120 and the Highway 99 overcrossing.
