Five years ago it was far from a prime location.

It was a stone’s throw from Manteca’s waste water treatment plant and was surrounded on three sides by open fields and the other side by small one to five acre parcels with homes.

Today it is considered one of the best locations in the South County with easy free access and a big drawing card in the form of the Stadium Retail Center anchored by Costco and Kohl’s as well as the Big League Dreams complex. Three other projects are in the wings with parties ready to move forward when the economy starts on the upswing including a center anchored by SaveMart, Lowe’s Home Improvement Center, and two hotels.

It is the ideal location for a service center for residents in Tracy Manteca, Ripon, and Escalon as it is centrally located and has easy freeway access.

That is why San Joaquin County is in negotiations with the City of Manteca to purchase a 10-acre municipally owned site just northeast of the BLD complex.

Council members will be discussing the price and terms behind closed doors Tuesday as allowed by state law. Any final action – if it occurs – would have to take place in an open session.

A satellite complex is designed to allow South County residents to access various county services without having to travel to Stockton.

The site is along the future extension of Milo Candini Drive northeast of the BLD complex.

It is in an area the city has been planning to develop as a business park.

Eventually Milo Candini Drive will extend north to Airport Way.
