SUSPECT WHO ALLEGEDLY KILLED MAN OVER MUSIC CAUGHT: RICHMOND  (AP) — A Contra Costa County man who eluded capture for four years after allegedly shooting his neighbor to death in a dispute over loud music has been arraigned on murder charges.

The Contra Costa Times reports   27-year-old Demaurier Bullard is charged with murder with use of a gun in connection with the 2009 death of Latoi Stevens in Richmond.

Bullard was arrested April 17 in Sacramento County on a $1 million warrant.

Prosecutors say Bullard was wearing a bulletproof vest the day he approached Stevens at his home and shot him once in the neck. Stevens, a 29-year-old culinary student and father of three, died at the scene.

Detectives said Bullard was their only suspect.

STATE UTILITIES COMMISSION PULLS GAS SAFETY PANEL: SAN FRANCISCO (AP) — The California Public Utilities Commission has cancelled a gas safety symposium after San Bruno officials criticized plans for commissioners to appear alongside Pacific Gas & Electric Co. officials.

The commission is negotiating penalties for the deadly PG&E pipeline explosion in San Bruno.

The City of San Bruno on Wednesday raised concerns about the ability of Commission President Michael Peevey and Commissioner Mike Florio to be fair in that process if they appeared as scheduled alongside PG&E executives at next month's symposium.

In a statement, the commission said the symposium was cancelled to "eliminate any possible public concern" about fairness.

The 2010 blast killed eight people and destroyed 38 homes.

OAKLAND POLICE, FBI ARREST 5 IN ANTI-GANG SWEEP; OAKLAND  (AP) — Oakland police and the FBI have arrested five people on drug and weapons charges during a series of late-night raids.

Oakland Police spokeswoman Johanna Watson says SWAT teams served 16 search warrants in Oakland, Hayward, San Leandro and Antioch during the operation that ended at 1 a.m. Thursday.

The Oakland Tribune reports (http://bit.ly/14SvXzo) that dozens of police, SWAT officers and FBI agents converged on a public housing complex in West Oakland while serving at least one of the warrants there.

Police Chief Howard Jordan says the housing complex was targeted because it is the center of a gang that was the focus of the overall sweep.

Jordan says four adults and one juvenile were arrested and that the SWAT teams recovered four weapons and large amounts of heroin, cocaine and marijuana. No one was injured.

2 TEENS ARRESTED IN CRASH AT SAN JOSE HOME: SAN JOSE  (AP) — Two teens have been arrested on suspicion of reckless driving after one of their BMW's crashed into a San Jose home, leaving a 40-year-old mom critically injured and her small daughter buried in rubble.

Police tell the San Jose Mercury News the 17-year-old boys were speeding on Wednesday when they lost control, collided and one of the vehicles smashed deep into the home's kitchen.

Neighbors say they found the mother pinned under wreckage and screaming for her daughter, who was underneath the rubble of the roof. The girl only suffered a cut. Her mom's condition was described as life-threatening.

Three people in the car that crashed into the home were hospitalized with less severe injuries.

The boys, who have not been identified because they are juveniles, have been released to their parents. Police say they face felony charges.
