SACRAMENTO (AP) — Two San Francisco Bay area city council members are moving up to the state Assembly to fill vacant seats in Alameda County districts.

Both were Democrat-on-Democrat contests that were created by California’s new top-two primary system.

The final returns from the Nov. 6 election, posted Tuesday, show that Alameda City Councilman Rob Bonta defeated community college trustee Abel Guillen in the 18th Assembly District, which includes most of Oakland.

In the neighboring 20th Assembly District, Hayward City Councilman Bill Quirk defeated Jennifer Ong, an optometrist. The district includes Hayward, Union City, Castro Valley and part of Fremont.

Both victors prevailed by just a fraction of the vote. They will take office when the Legislature convenes on Monday and will replace termed-out Democratic Assembly members Sandre Swanson and Mary Hayashi.
