Woman walking on freeway struck, killed

Starla Beltran, 22, died in the northbound lanes of Highway 99 at Lathrop Road where she was apparently walking on the freeway.
Beltran was struck by a 2008 Mazda sedan driven by a 77-year-old Riverbank motorist who failed to see her in the traffic lanes.  Beltran was reportedly wearing a hospital wristband when she was struck shortly after midnight Sunday.
Beltran made the news in December when she found a wallet with $4,000 and returned it to its owner.  Manteca Ford dealership owner Phil Waterford was so taken by her honesty that he presented her with a new Ford Fusion.
Another motorist who had driven on Highway 99 minutes earlier said she had seen her standing on the center divider separating the north and southbound lanes of the freeway. 
She leaves behind a 3-year-old son.
