Do 3-way stop signs and not roundabout

What makes these people think a roundabout on Powers will slow traffic down?

It makes more sense to make the intersection a three-way stop. It certainly would be a lot cheaper and it would surely slow the traffic down. And it would not cost thousands of dollars.
