Flood insurance to protect federal investment, not others

It came to my attention by an article in the Bulletin that Congress is considering forcing all home owners to have flood insurance even though not in a flood area.

It is thinkable that those with mortgages backed by Veterans Administration or Federal Housing Authority that are in known flood area to have added protection for their investment.

I really can’t see why owners with no mortgages have to protect investors who have no risk. Is it possible this is just another scheme to get more money in the hands that rule?
