Is there any reason that the rates we pay are based on the size of the garbage container? Might it not be better to charge per Toter?
Everyone has different needs for the three components of the collection cycle — one person might generate a lot of garbage, some recycling and little yard waste; another might have a lot of recycling and yard waste and minimal garbage, etc. Everyone would be required to pay for all three cans, at varying rates, to prevent folks from being tempted to throw trash in store, restaurant or other common dumpsters. It might be worth considering.
