Railroad could elevate train tracks

I am from the Bay area originally, and lived in Milpitas about 10 years. 

What they did for rapid transit trains was to build it over the city streets. Why can’t the railroad assist in building overhead tracks in areas where traffic is heavy?

Nothing is worse than having to sit for long periods of time when a train goes by, especially when you hit it at more than one location and especially since the trains are so much longer.  It’s just one idea to think about.
