Water & population never adding up

I’m writing to compliment you on a damn good clear and concise article (Stanislaus River: Quenching thirst of South  County farms & cities”, May 18) . . You really helped me understand the problem at a micro level but obviously the concepts you explain apply globally across the State’s water problem.
Oddly enough, and I realized this after reading your article: how can superior water rights from 1914 (state’s population 3 million) apply to 2016 numbers (40 million)? The numbers are never going to add up. Enron math, Wall Street math, it’s never going to balance.

Many  boarded
up businesses

I was watching an old cowboy movie with Clint Eastwood. He was walking down the main street of a cowboy town.
He looked left and then right at many boarded up businesses just like along Yosemite Avenue in Manteca. Not many want to live in a town with boarded up windows.
