Supervisor has secured $130,00 for Manteca, Lathrop nonprofits

San Joaquin County Supervisor Sonny Dhaliwal has directed $130,900 to Manteca and Lathrop groups so far in county funds earmarked to assist non-profits.

Dhaliwal — Third District Supervisor representing Manteca, Lathrop, and parts of the Delta and northwest Stockton — has placed a heavy emphasis on programs serving youth and those designed to bring the community together.

Two of his latest efforts secured $25,000 for improvements at the Manteca Boys & Girls Club and $10,000 for improvements to the Thomas Toy Center that serves teens.

“I was able to deliver for our youth — providing much needed funding for Thomas Toy Community Center and the Boys and Girls Club of Manteca & Lathrop,” Dhaliwal said.

“Our youth are our future, and the services these organizations provide to our community is essential. Being able to give back is one of the best parts of being a Supervisor. And there could not be better organizations.”

His next goal is to secure $5,000 for materials for community outreach meetings for the Stop Human Trafficking effort.

Each supervisor is budgeted $200,000 a year — subject to the approval of the majority of the board — to earmark for organizations within their respective districts.

That is in addition to $2.5 million the Board of Supervisors award for local non-profit community-based organizations (CBO) through the 2025-2026 CBO Granting Program.

The funding Dhaliwal has secured so far in addition to the Thomas Toy Center and Manteca Boys & Girls Club includes:

*Dolly Parton's Imagination Library Reading county expansion – $10,000.

*Lathrop Little League uniforms – $5,000.

*Lathrop Chamber events – $8,000.

*Manteca Chamber events – $8,000.

*Lathrop High School Booster Club trophy cases – $9,000.

*Wreaths Across America Wreath supplies – $3,400.

*Manteca Sunrise Kiwanis Thanksgiving food supplies – $2,500.

*Not Forgotten – Memorial Day Commemoration event at Manteca’s Woodward Park – $50,000.

*Lathrop Rotary Flags Over Lathrop – $10,000.

This year's CBOs awarded supported 43 projects across the county that align with the Board's approved Strategic Priorities, ranging from animal welfare, food banks and shelters to youth programs, arts, health services, and community safety initiatives. Highlights include one key project in each supervisorial district:

*PREVAIL CA, ($75,000) to strengthen support services for survivors of domestic violence.

*Jene Wah Inc. ($66,814) to enhance transportation services for seniors in San Joaquin County.

*Happy Pet Owners (HPO) ($10,000) for trap-neuter-return and adoption services to reduce stray animal populations.

*Clements School Community Center ($113,818) for a remodel and addition to enhance community space in Clements.

*Boys & Girls Clubs of Tracy ($60,000) for a new club vehicle to expand youth access to programs and opportunities.

The CBO program provides non-operational, one-time funds to help community organizations expand or enhance services or complete special projects.

Awards are competitive.

This year, 115 applications were submitted requesting $11.6 million. Following careful review, the County Administrator's Office recommended 43 projects that will provide the broadest benefit across San Joaquin County.

“The Board of Supervisors is proud to stand with the organizations that are serving our residents where the needs are greatest,” noted Supervisor Paul Canepa.

“From food security and housing to youth programs and community safety, these projects reflect the heart of San Joaquin County. By supporting them, we are strengthening our neighborhoods and ensuring families have access to the resources they need to thrive.”

The grant term is from October 2025 through September 2026 and the program is administered by the County Administrator's Office.
