The last day to register in the special Nov. 4 statewide special election regarding redrawing Congressional districts before the 2026 midterm election is on Monday, Oct. 20.
Proposition 50 — titled the “Use of Legislative Congressional Redistricting Map “ — is the only item on the ballot.
The announcement made Wednesday by San Joaquin County Registrar of Voters Olivia Hale came six days after Giv. Gavin Newsom signed legislation authorizing the election.
The measure, if passed, would mean half of the registered voters in the City of Stockton will be taken out of the 13th District and added to the 7th District. Lodi will be taken out of the district while Antioch and Pittsburgh would be added.
Currently, the 13th District keeps San Joaquin County largely intact with only Lathrop as well as the rural areas south of Manteca and south and east of Tracy in another district, the 7th.
Early Statewide Special Election voting begins Monday, Oct. 6, 2025, and runs through Monday, Nov. 3, 2025 at San Joaquin County Registrar of Voters’ Office at 44 N. San Joaquin Street, Suite 350, Stockton.
Hours are Monday through Friday 8 a.m. to 5 p.m. Early voting is also available the Saturday before Election Day, Nov. 1, from 8 a.m. to 5 p.m.
Conditional Voter Registration for the Statewide Special Election is available from Tuesday, Oct. 21, through Tuesday, Nov. 4, = including same-day registration at all polling places on Election Day.
Vote-by-Mail ballots will be mailed no later than Monday, Oct. 6.
The last day to request a Vote-by-Mail ballot is Tuesday, Oct. 28. State law requires county election officials to send Vote-by-Mail ballots to all active registered voters in the state. If needed, a replacement Vote-by-Mail ballot can be obtained at the San Joaquin County Registrar of Voters’ Office.
Signature verification, opening, and processing of Vote-by-Mail ballots will begin Tuesday, Oct. 6, and continue through Election Day, Tuesday, Nov. 4, extending into a limited portion of the official canvass period until completed.
Polls will be open for the Nov. 4 , Statewide Special Election from 7 a.m. to 8 p.m. on Tuesday, Nov. 4. A voter's nearest polling place can be found printed on the ballot wrap included with the Vote-by-Mail ballot or by visiting the San Joaquin County Registrar of Voters website: www.sjcrov.org
