Red light running at five Manteca intersections shows no signs of slowing down.
There were 1,843 red light tickets issued in the final five weeks of 2025.
That brought the 2025 total to 9,824.
Keep in mind that:
*Tickets at the first intersection— Daniels Street and Airport Way — with red-light cameras weren’t issued until the last week of March after the mandatory 30-day grace period.
*The last of the other four intersections wasn’t activated before June and then underwent a 30-day warning period.
*For much of a six-month period the red-light cameras at Louise Avenue and Main Street were not issuing tickets due to extended periods of road work.
That means only one intersection had tickets issued for 8 months of 2025, three intersections for six to seven months, and the other sporadically over seven months.
The other three intersections with red-light cameras are Yosemite at Northwoods/Commerce, Yosemite at Union Road, as well as Main at Northgate Drive.
The Manteca Police only forwards citations collected using radar and camera after going through a rigid examination to meet court requirements.
It isn’t yet clear how much revenue the city per se is receiving to cover the cost of the red-light camera systems as the court system has yet to cut the city’s its share of ticket fines collected for all traffic infractions.
Based on the $490 fine, the tickets Manteca issued in 2025 will collectively cost motorists $4,813,760.
Just over 80 percent goes to the court system and the state.
The balance of almost $900,000 goes to the city.
The city’s contract with American Traffic Systems complies to a state mandate that cities that employ the technology cannot lose money on the proposition.
As a result, ATS — if the city doesn’t collect enough in fines during billing periods to cover the monthly contract costs — dismisses the balance.
Over the course of 12 months, the ATS contract has a maximum cost to the city of $873,600.
The “break-even” point when the ATS contract is covered is around 7,800 tickets a year.
Every thing Manteca accumulates over $873,600 in the contractual 12-month period will be used to expand the traffic unit.
