Measure Q sales tax receipts may help fund a renovation project for the Manteca Library.
It is one of the potential expenditures for the temporary 20-year three-quarter cent sales tax voters approved in November 2024.
The citizens oversight committee for the tax measure meets Wednesday, Jan. 28, at 4 p.m.
Part of the report indicates how the city was able to reallocate $392,000 of Measure Q funds originally budgeted to cover the replacement of breathing apparatus for Manteca Fire personnel after the city was able to secure a federal grant to cover $718,000 of the cost.
The money saved allowed the spending of:
*$329,740 for two mowers for the Tidewater Bike Trail.
*$24,500 to replace a John Deere trim mower.
*$7,500 to replace a fertilizer spreader.
*$30,000 for Measure Q informational mailers.
The breathing equipment being replaced is nearing the end of its recommended service life.
They were placed into service more than a decade ago and are no longer fully compliant with the most recent National Fire Protection Association standards for respiratory protection.
The new equipment includes:
*Integrated GPS tracking for real-time fireground accountability. The technology enables incident commanders to monitor firefighter location and movement during emergency operations, improve tactical decision-making and provide a critical safety net in the event of a mayday situation.
*Enhanced ergonomic design and lighter weight materials to reduce firefighter fatigue during extended incidents.
*Upgraded communication systems including Bluetooth-enabled voice amplification and direct radio interface, allowing clearer and more reliable communication in high-noise and low-visibility environments.
As part of the mid-year budget update going to council in February, staff is recommending a few adjustments within the Measure Q program. It contains the library project as well as reducing the contribution to offset operational deficits in the Gas Tax Fund to align with updated engineering work.
Measure Q, that went into effect April 1, generated $3.6 million during the final quarter (April-May-June) of the fiscal year ending June 30, 2025
That was against expenditures of $3,201.
The council authorized the expenditures of $3.2 million for fire department equipment included two new fire engines as well as $2 million to the police department to cover replacing patrol and other vehicles.
In all cases the vehicles, have surpassed the targeted replacement dates with many experiencing repeated mechanical issues that keep taking them out of service.
Payment for those were made, or will be made, when the city takes delivery of them during the current fic al near that ends June 30, 2026.
The budgeted revenues are $12 million for the current fiscal year.
Expenses, besides the public safety equipment, included $2 million budgeted for nondepartmental expenses and $2.5 million to augment existing street repair and maintenance project work.
Total expenditures so far are budgeted at $10.2 million for the current fiscal year with a projected fund balance of $1.7 million at the end of June.
Based on $3.6 million collected for the first three months the Measure Q sales tax was in place, it is on pace to generate $14.4 million over 12 months instead of the $12 million projected in the current municipal budget.
