So who are the incumbent congressmen for Manteca, Ripon, and Lathrop in the 2012 election?

The final proposed redistricting maps unveiled Friday leaves “Stanislaus District” – the new moniker for the area’s seat in the House of Representative – with no incumbents who actually live within the boundaries. Congressmen are just required to live within the state they represent.

It also keeps Manteca and Lathrop in separate congressional districts.

The proposed redistricting has Manteca, Ripon, Escalon, Riverbank, Oakdale, Modesto, Ceres, Patterson, Keyes, Turlock, Denair, Hughson, Empire, and Waterford in the same district. It has been dubbed “Stanislaus District” by the redistricting commission.

The “Stanislaus District’s” northern most heavily populated point is the Del Webb at Woodbridge neighborhood in Manteca. Those in rural Manteca east of Austin Road and north of Graves Road will be in the “San Joaquin District.” Raymus Village and the rural area to the east - including areas north of a point about halfway between Lathrop Road and Louise Avenue - also are not in the same district as Manteca.

The proposed “San Joaquin District” includes Lathrop, French Camp, Stockton, Discovery Bay, Brentwood, Oakley, Lodi, Linden, Lockeford, and Morada.

Manteca is currently in the 11th District that also includes Ripon, Lodi, Tracy, Pleasanton, Danville, San Ramon, Pleasanton, and Morgan Hill. It also surrounds Stockton but doesn’t include the city. The 11th is represented by Jerry McNerney, D-Pleasanton. The 18th District now includes Stockton, Lathrop, Modesto, Ceres, Atwater, Merced, and Los Banos. The 18th is represented by Dennis Cardoza, D-Atwater.

McNerney has already said he plans to move to San Joaquin County. The district that includes Stockton actually has a bigger Democrat base than the existing 11th district.

His likely Republican challenger is Ricky Gill of Lodi. The 24-year-old has already amassed $400,000. He is legally eligible to serve if he wins as he will turn 25 before election day.

State Senate & Assembly boundaries

The state senate district is essentially 100 percent San Joaquin County plus small parts of adjoining counties. It includes all jurisdictions in San Joaquin County plus Salida, Modesto, Riverbank, and Galt.

The Assembly District includes Lathrop, Manteca, Ripon, Salida, Escalon, Riverbank, Oakdale, Empire, Hughson, Denair, Waterford, and Turlock. Weston Ranch is just outside the district as is everything north of French Camp Road.
