On Saturday, August 1, 2020, Frances Katherine (Welch) Jacobsen, loving wife, mother, grandmother and great-grandmother passed away peacefully at the age of 96.
   Fran was born on December 15, 1923 in Modesto, California and lived in Manteca, California for almost 50 years.
Fran was very involved with her family, supporting them by volunteering in many activities, including Girl Scouts, Boy Scouts, athletics and music. Fran was also a member of United Lutheran Church for over 45 years where she also volunteered for many activities including the Ladies Altar Guild. She was employed by Tipton’s Stationery and Gifts in Manteca for over 20 years. Following her husband Rolf’s passing in 2000, Fran became a resident of the Manteca Retirement Community where she was able to reconnect with many old friends and make many new ones.
   Fran was preceded in death by her parents, Linaus and Alta (Jesse) Welch, and her husbands Earl Millison and Rolf Jacobsen.
   She is survived by her sons, Robert and wife Georgia, Donald and wife Donna, and her daughter, Lisa. She is also survived by seven grandchildren and three great-grandchildren.
   Fran will be remembered by her infectious smile, her love for family and her “famous” saying, which would always bring joy to everyone she knew, “Hugs are free, ya know!”.
Fran and Rolf were both members of the Neptune Society. Fran’s remains will be scattered at sea, as was Rolf’s, outside the Golden Gate in a private ceremony with family at a date to be determined.
