2 BODIES IN DETROIT RIVER; NO HEADS, HANDS, FEET: DETROIT (AP) — The decapitated bodies of a man and a woman were pulled from the Detroit River and a nearby canal on Tuesday, about an hour before a fisherman discovered body parts just beneath the surface, along with a circular saw and a suitcase.

The bodies, which were also missing hands and feet, didn't provide any immediate clues about the deaths or potential suspects, Detroit police said. Police wouldn't comment on whether the fisherman's grisly discovery was connected, but did confirm that additional body parts were found along the concrete and steel seawall.

"It was a gruesome sight — something you don't want to see on the river when you want to relax," the fisherman, Hollis Fussell, told The Associated Press from the river bank as police divers prepared to go into the river.

SHERIFF'S DEPUTY INVESTIGATED IN STOMPING INCIDENT: LOS ANGELES (AP) — Los Angeles County Sheriff's officials say they've opened an investigation into whether a deputy wrongly stomped the head of a sexual assault suspect who resisted arrest.

Spokesman Steve Whitmore said Tuesday that the 24-year veteran deputy involved has been relieved of duty with pay while the incident is investigated.

Whitmore says the incident came after a man told officers on Friday night that his wife had been accosted by 31-year-old Alexis Torres. Whitmore says when Torres was approached by deputies refused to take his hands out of his pockets.

Whitmore says the man initially thought Torres had snatched her purse, but he had groped her breasts.

In a video of the incident on NBC4-TV , a deputy is seen stomping Torres' head during a struggle to cuff him.

ARPAIO: OBAMA BIRTH RECORD 'DEFINITELY FRAUDULENT: PHOENIX (AP) — Investigators for an Arizona sheriff's volunteer posse have declared that President Barack Obama's birth certificate is definitely fraudulent.

Members of Maricopa County Sheriff Joe Arpaio's posse said in March that there was probable cause that Obama's long-form birth certificate released by the White House in April 2011 was a computer-generated forgery.

Now, Arpaio says investigators are positive it's fraudulent.

Mike Zullo, the posse's chief investigator, said numeric codes on certain parts of the birth certificate indicate that those parts weren't filled out, yet those sections asking for the race of Obama's father and his field of work or study were completed.

Zullo said investigators previously didn't know the meaning of codes but that the codes were explained by a 95-year-old former state worker who signed the president's birth certificate. Zullo said a news reporter who has helped out in the probe let investigators listen in on an interview he concluded of the former state worker

SAN BERNADINO SAYS MONEY BORROWED FROM RESTRICTED FUNDS: SAN BERNARDINO  (AP) — A city official says authorities borrowed money from restricted funds to meet payroll and other expenses and eventually could not repay the funds within the same fiscal year.

The Sun reports that San Bernardino Finance Director Jason Simpson told a City Council meeting Monday there was no sign of this borrowing in the budgets given to the council.

Simpson says the practice is not common in other cities.

The revelation came after City Attorney James Penman said 13 of 16 years of budget documents were falsified, masking the city's deficit.

Last week, the council voted to authorize Penman to file for Chapter 9 bankruptcy to ease a dire cash crunch. The council meets Wednesday to consider declaring a fiscal emergency to avoid mediation and head straight to bankruptcy court.
