OFFICIAL: SCHOOL FAILED STUDENT IN HARASSMENT CASE: SAN JOSE  (AP) — The president of a California university where four white students are accused of harassing a black student says the school failed to adequately intervene or impose sanctions.

San Jose State University President Mohammad Qayoumi told the campus in a letter on Monday that the school will soon name an independent expert to look into the case.

Among the questions he said must be answered is how the abuse of the student could have gone unchecked or undetected for weeks.

Police say the white students taunted their freshman dorm-mate with racial slurs, barricaded him in his room and placed a U-shaped bicycle lock around his neck.

The four students are currently facing misdemeanor hate-crime and battery charges.

REPORT: ASSISTED CARE OWNER HAD PRIOR PROBLEMS: CASTRO VALLEY (AP) — California officials failed to check if there were prior problems with the owner of a Castro Valley care home where more than a dozen residents were allegedly left behind in October.

The Contra Costa Times reports (http://bit.ly/19Uu69B) Monday that if state officials had looked at Herminigilda "Hilda" Manuel more closely they would have found she had more than $800,000 in penalties levied by a federal health watchdog for alleged negligent care. Manuel lost four nursing homes, the last coming in December 2001.

The newspaper says records indicate California's social services agency, which monitors assisted living homes, did not cross-reference records by the state's public health care agency that oversaw Manuel's previous nursing homes.

State regulators revoked the license of Manuel's Castro Valley assisted-care center after more than a dozen people were virtually abandoned there.

FATHER ARRESTED FOR ALLEGED ATTACK ON ADULT SON: SANTA ROSA  (AP) — Authorities say a California father has been arrested for allegedly slashing his adult son with a knife in a grocery parking lot.

The Santa Rosa Press Democrat reports 57-year-old Thomas Allen Dunn was booked into jail Sunday for investigation of making criminal threats and assault with a deadly weapon.

Police say the 27-year-old victim was found by a shopper at the Santa Rosa grocery store, lying on the ground and yelling that he had been stabbed. The man said he jumped out of vehicle driven by Dunn following the attack.

The victim told police his father grew angry when they were unable to get drug prescriptions from pharmacies.

Police say Dunn tried to stab his son in the stomach and slashed his son's palm outside the grocery store.
