There is now just one employee group that has yet to approve a labor contract with the City of Manteca — Operating Engineers Local 3.

The City Council met in special session Monday to ratify a three-year contract with the Manteca Technical & Support Servies Association.

Minimum pay increases are 3 percent for the 2026-2027 year that started July 1, 2 percent for 2027-2028, and 2 percent for 2028-2029.

Given there were positions in Manteca that were being paid below market based on an extensive salary survey of similar positions in other municipalities within the region, there will be higher pay increases for some in the barging unit.

The means the maximum pay increase for the current year will be 8 percent, 7 percent in the second year, and 7 percent in the third year.

The goal of the adjustments is to close the gap for market competitiveness while maintaining affordability in terms of the city’s finances.

Other items agreed to:

*the City assumes 100 percent of premium versus 50 percent for Short-Term Disability/Long-Term Disability insurance.

*an increased uniform allowance/prescription safety glasses up to $400 every two years.

*eliminate signing bonuses

*remove probationary restriction to make new hires eligible for education pay.

*eliminate the reopener clause.

The total cost between salary adjustments, disability premiums and uniform allowances is $361,510 this year, $433,383 in year two, and $406,803 in year three.

None of the pay increase for this fiscal year is retroactive to July 1, similar to agreements with the four bargaining units that have settled.

The following are examples of what salaries will range to and from — there are five steps — for members of the association when the third year of the agreement starts on July 1, 2028:

*Accountant I: $95,310 or $45.82 hourly to $115,850 or $55.69 hourly.

*Administrative Assistant I: $57,289 or $27.54 hourly to $69,635 or $33.47 hourly.

*Building inspector I: $72,788 or $34.99 hourly to $88,475 or $42.50 hourly.

*IT technician: $75,809 or $36.44 hourly to $92,147 or $44.30 hourly.

*Payroll technician I: $77,525 or $37.27 hourly to $94,232 or $45.30 hourly.

*Senior engineering technician: $106,341 or $51.12 hourly to $129,258 or $62.14 hourly.
