Supervisors approve $1.19B 5-year countywide capital project plan through 2031

Plans for the continued construction of the SJ Be Well Campus and planning for a replacement facility that will co-locate the Department of Public Works, Community Development Department, and Environmental Health Department, are set following the San Joaquin County Board of Supervisors’ approval of the Five-Year Capital Improvement Plan (CIP) for fiscal years 2027–2031.

The five-year plan provides a framework for investing in major County facilities and infrastructure while aligning projects with available funding and the County’s long-term financial priorities.

“The Capital Improvement Plan gives us a disciplined roadmap for making critical investments in San Joaquin County while protecting the County’s financial stability,” said Chair and Third District Supervisor Sonny Dhaliwal.

“We have significant needs across our justice, behavioral health, parks and public facilities systems, and this plan allows us to address those needs strategically and responsibly.”

The plan includes 13 major capital projects with a combined projected cost of approximately $1.19 billion over the five-year period.

The CIP identifies approximately $258.7 million in anticipated grants and other state and federal funding. The remaining project costs are expected to be supported through a combination of the General Fund, Capital Outlay Fund, County Facilities Fees, Tobacco Settlement and Opioid Settlement funds, departmental resources and other dedicated funding sources, depending on the individual project.

“The projects are intended to address some of the County’s most significant long-term infrastructure needs, improve the delivery of public services and ensure County facilities can meet the needs of a growing community,” said Chair Dhaliwal.

The projects are covered in four areas:

  • Law & Justice - $338.6 million
  • Health Services - $499.4 million
  • Parks & Recreation - $151.3 million
  • Roads & Facilities - $201.1 million

Capital improvement projects are major and infrequent expenditures, such as the construction of a new facility, major rehabilitation or repair of an existing facility, energy and water conservation projects, or the purchase of major equipment or property.

The Five-Year CIP does not set aside the full cost of each project. Individual projects and expenditures remain subject to the County’s annual budget process, available funding, and any required Board approvals.
