Carlon Perry brings ranks of mayor hopefuls to 5

Former Mayor Carlon Perry is forming a campaign committee with the purpose of taking the Manteca mayor’s post back from Willie Weatherford who defeated him in his re-election bid eight years ago.

Perry on Tuesday started the process rolling to file necessary papers with the California Fair Political Practices Commission to form a campaign committee to raise funds for the Nov. 2 mayor’s race. Weatherford and retired Manteca senior planner Ben Cantu have already filed the necessary papers to start raising money. Debby Moorhead still has a committee from her council campaign two years ago and needs to file papers necessary to indicate she is now raising money for a run at a four-year term as mayor.

The only other announced candidate so far - Samuel Anderson - has indicated he will not be spending enough money to file campaign statements nor will he be soliciting money to require the FPPC committee forms. Anderson makes five candidates declared so far for mayor.

Manteca’s mayor has no additional authority than individual council members except for the fact he runs meetings, works directly with staff to develop meeting agendas, signs ordinances and resolutions approved by the council as a whole as well as official correspondence, make commission and committee appointments with the council’s concurrence, plus serves as the figurehead for ceremonial events representing the city.

The formal filing period for mayor as well as the two council seats now held by John Harris and Vince Hernandez opens July 12 and closes Aug. 6. The city clerk’s office has the papers which includes the required nomination papers of at least 20 registered City of Manteca voters.

The two incumbents haven’t formally declared their intent to seek additional four-year terms. There is at least one challenger - Richard Behling -  who intends to file.

The election is Nov. 2.
