I would like to respond to the question about providing police escorts for funerals.  

Manteca is one of the few cities that provides a free police escort for funerals.  When my husband died, I had to pay for a police escort  (in another city).  The fee is charged by the city and paid through the funeral home.  If you do not have a police escort, there is some question about the liability in the event of an accident that may be cause by a funeral procession without the police escort.  The chief of police may want to check into this.
