In regards to the mail thefts from Manteca mail boxes I have a suggestion for Manteca Postmaster Leymaster. 
How about the post office remove all residential cluster mail boxes and go back to delivering mail to individual homes?  This would make the theft of mail a lot harder for these thieves to steal mail. They would have to visit individual homes to steal the mail, a more time consuming and potential dangerous endeavor on their part.
It would also alleviate the need to replace all the locks on cluster boxes and in some cases the damage caused to them.  Her workers would have to expend more effort in delivering the mail, but that is called a trade-off to her :...somebody could just break that door off . . “.
