This is an open letter to the Chief of Police in Manteca:

Last year you had your motorcycle officers give tickets to the residents of El Rancho Mobile Home Park, for making a left  hand turn into a left lane. The ticket cost was $145.

That was bad enough. But now our insurance has gone up $400 plus. I hope you are happy with (hurting) the elderly.
