Less than 0.5% of new Lathrop homes built are ‘moderate priced’

Lathrop has already exceeded its 2031 “fair share” goal of regional housing needs for San Joaquin County when it comes to building homes priced for households that have above moderate income — $102,000 or more for a family of three.

The goal for 2031 is 1,057 above moderate income. There were 2,119 built in 2023, 2024, and 2025. The bulk were in River Islands at Lathrop.

Lathrop is expected to build 1,333 housing units that households earning the moderate regional income can afford. In the past three years, nine such homes were built.

The state allocates the state’s housing needs to each county that is based on projected growth and incomes. The counties, in turn, allocate housing categories based on who can afford housing in each city. In this case, the allocations are determined by the San Joaquin Council of Governments.

Lathrop is expected — from 2023 through 2031 build (based on households that have a family of three):

*1,193 housing units for households with extremely low incomes under $27,750 with monthly housing cost (rent or mortgage) exceeding $694.

*1,193 housing units for households with very low incomes between $27,750 and $41,400 with monthly housing costs between $694 and $1,035.

*1,498 housing units for households with low incomes between $41,400 and $66,200 with monthly housing costs between $1,035 and $1,655.

*1,342 housing units for households with moderate incomes between $66,200 and $102,000 with monthly housing costs between $1,655 and $2,550.

In the first three categories, Lathrop has built no units that would count toward the 2031 goal.

And only nine units have been built toward the moderate goal, or less than 0.5 percent of its assigned total.

Cities are required to zone land for all income categories that would allow them to meet their assigned goals.

The housing element progress report was presented to the Lathrop City Council during Monday’s meeting.
