Blue Titanium Media is seeking to feature the San Joaquin County Jail in a yet unnamed reality TV show.

The proposal is before the San Joaquin County Board of Supervisors when they meet Tuesday at 9 a.m. at the county administrative center in downtown Stockton.

Sheriff Pat Withrow is seeking authorization to enter into an agreement with Blue Titanium Media for the initial production season of a non-scripted documentary TV program.

Withrow notes it will focus on the day-to-day operations of the jail, its personnel, and the lives and personal stories of inmates incarcerated within the facility.

The sheriff notes much of the work performed inside correctional facilities occurs behind closed doors and is rarely seen or fully understood by the public.

Withrow said participation in the television production would allow the county to highlight the professionalism, dedication, and daily responsibilities of Correctional Officers and Custody staff. This type of exposure would also provide transparency into the critical role staff plays in maintaining safety, order, and care within a complex correctional environment.

In a report to the Supervisors Withrow stressed, “The Program would help bring awareness to the many challenges faced within today’s jail systems, including inmate mental health concerns, substance abuse issues, overcrowding pressures, rehabilitation efforts, and the operational demands placed on Custody personnel.”

“Educating the public on these realities helps to foster greater understanding of the correctional profession and the importance of services provided within jail facilities. This opportunity could serve as a valuable staffing and hiring tool.”

“Agencies across California continue to face recruitment challenges within the correctional profession. A display of the work environment, team culture, training, and career opportunities available will help attract qualified, service minded applicants to the profession. Positive and accurate representation of the profession can help strengthen interest in correctional careers and support ongoing recruitment efforts. Overall, participation in the series will provide an opportunity to promote transparency, highlight the hard work and professionalism of staff, educate the public about the realities of custody operations, and support agency recruitment initiatives.”

Filming is anticipated to begin June 2026.

The proposed agreement requires an in-person meeting between the Producer and the Sheriff and/or his designees, including, if desired, other County representatives, for review and approval of all proposed episode footage before the Producer is allowed to broadcast it.

The representative has one week to inspect, review and approve the footage.
