SAN FRANCISCO (AP) — Two former Northern California officers were formally charged Friday with misdemeanors for their alleged involvement in a wide-ranging police sex scandal involving the daughter of a police dispatcher.
Prosecutors charged retired Oakland Police officer LeRoy Johnson with failing to report child abuse, court documents said.
Former Livermore Police officer Dan Black was charged with two counts of soliciting prostitution, two counts of lewd conduct and one count of furnishing alcohol to a minor, the documents said.
If convicted, each faces a maximum sentence of one year in prison.
The Alameda County district attorney said last week she intends to charge five more current and former officers implicated in the scandal. The charges were filed in Alameda County superior court after the 19-year-old woman at the center of the scandal was released from a Florida jail and returned to California Thursday.
The Associated Press does not generally identify victims of sex crimes.
Johnson is alleged to have had an online communications with the woman showing that she told him of having sex with Oakland police officers when she was younger than age 18. He is charged with failing to report that conversation to authorities.
Black is charged with picking up the woman in his motor home on two occasions, taking her to dinner and then having sex with her in the vehicle.
At the first dinner on April 8, Black told her “just to be clear, I’m not paying you but I will buy you dinner,” court documents said.
Johnson and Black do not have listed phone numbers and could not be reached to comment.
Police unions that used to represent the two said they did not know if they had lawyers.
District Attorney Nancy O’Malley said she would not file the charges until she was certain the woman would be available to testify.
She was arrested Aug. 29 after she bit a security guard at an in-patient addiction treatment facility where she was living. She was released from jail on Wednesday after pleading no contest to misdemeanor battery.
She said she worked as a prostitute and had sex with 30 officers from seven different police agencies.
he sexual encounters with four of them happened when she was under age 18, she said.
The woman’s lawyer, Pamela Price, said she is no longer a sex worker and will receive psychiatric treatment at Stanford University.
Price filed a legal claim with the city of Oakland Friday seeking $66 million in damages for the woman. A claim is a precursor to a lawsuit.
