Ripon planners check to make sure builders following agreements

Each year, the Ripon Planning Commission conducts a review of all current Development Agreements.

This is to show that all are in good faith with the terms and conditions of the pact.

Commissioners approved the Development Agreement Master List for 2022 on Monday. Listed are 57 projects, of which eight are considered still active.

Of that eight, six are entirely residential projects while another is a mixture of commercial / residential, and the third is neither classified as residential, commercial nor industrial.

Cornerstone II Subdivision, Silverstone Subdivision, The Vineyard Subdivision, and Alexandra Place Subdivision are four of the six built-out projects on the Development Agreement’s active list.

The Meadowood Subdivision with 88 lots and Pereira Subdivision with 47 lots are residential projects that are still looking for builders, according to Planning Director Ken Zuidervaart on the annual review report.

Ripon Garden II is a 110-unit complex of mixed residential / commercial. The apartments and the majority of the commercial – one vacant commercial lot remains – are completed.

Calvary Reformed Church Master Plan rounds out the Development Agreement list. In September 2019, the Ripon City Council agreed to extend the Master Plan to another 15 years or through 2034.

“Staff reviewed the indicated active agreements and determined that all proponents have generally made a good faith effort to comply with the terms of the agreement,” Zuidervaart said.

He added that the findings of the projects have been:

·         Consistent with the objective, policies, programs, and general land uses specified in the General Plan.

·         In conformity with public convenience, general welfare, and good land use practices.

·         Not detrimental to the health, safety and general welfare or persons residing in their general vicinities.

From here, staff will prepare a written report to go before the City Council.
