Ken and Dottie Dowswell are the proud parents of Steve who was born in Loma Linda, California, on March 7, 1971.  He grew up in Napa Valley attending PUC Elementary and Foothill Elementary, PUC Prep School, and Pacific Union College.  Steve graduated from the Modesto Police Academy on June 6, 1996, and then served as an officer for the Modesto Police Department.  He then transferred to the Manteca Police Department and served there as an officer for almost 10 years.  During his career he received many honors such as Honor Guard status, K-9 unit, and various honorary medals.

Steve met his loving wife, Linda Griffith at Pacific Union College and the couple married December 5, 1993.  Their first home was in Modesto, California.  Together they have raised their family of four children on a lovely ranch estate in Valley Springs, California, for the past eight years.  Steve enjoyed being a cowboy, policeman, working on his ranch, playing guitar, and spending time with his family, friends and police partners.  He is survived by his wife Linda, his children Glorianna, Nathan, Daniel and Emily; his parents Ken and Dottie Dowswell of Angwin, California; his sisters Heidi Parker of Ukiah, California, and Heather VandenHoven of Grass Valley, California; and his grandfather John Dowswell of Apopka, Florida.  Steve will be dearly missed by his family and all who knew and loved him.
