Two of the nine gas station in the entitlement process are directly across from each other on the northeast and southeast corners of the Airport Way and Lathrop Road intersection.

Both also include a convenience store plus a car wash.

There is a second phase of the gas station project on the southeast corner that includes dining and retail space that already has been approved.

The project on the northeast corner won’t have any additional commercial endeavors. It still needs to be approved and the land annexed to the city.

The City Council on Aug. 18 is scheduled to instruct city staff on whether they want to impose a moratorium on new gas stations, modify rules governing where they can be built, or a combination of the two general approaches.

They may also require future gas stations to install EV chargers instead of simply putting in wiring for their eventual placement.

There are already 33 gas stations in place, five with entitlements needed to build and four others in the planning process that have a legal right to proceed under current municipal rules.

The council last month directed staff to prepare an emergency moratorium on processing new gas station proposals for their consideration at the Aug. 18 meeting. Based on council comments at the June 16 meeting, an emergency moratorium has 100 percent council support.

An emergency moratorium would go into effect for 45 days. The council would have the ability to extend it once for a maximum of 10 months and 15 days.

Such action is designed to allow time to get new rules regarding future gas station proposals in place.

Manteca, in the past three years, has seen five new gas stations open plus a major expansion of the fueling pumps at Costco.

That brought the number of gas stations to 33.

It translates into 3.5 gas stations per 10,000 residents versus 3.62 per 10,000 in Modesto.

The area average is 2.6 per 10,000 residents while the state average is 2.65 per 10,000.

And if the five entitled stations and the four that are in the planning process are built, the ratio will jump to 4.3 per 10,000.

Manteca had 67,000 residents in 2010.

By 2020, it had 83,000 residents.

Today, Manteca’s population is pushing 97,000.

Manteca’s continued growth in population that commutes long distances to the Bay Area is one reason why gas sales are increasing.
