Each year, the Ripon Planning Commission goes over the active Development Agreement projects.
The reason for that, according to Planning Director Ken Zuidervaart, is to show that all involved in the respective agreements have “been in compliance in good faith with the terms and conditions.”
Commissioners gave it their Ok during the annual review at the Nov. 20 meeting. Included was a public hearing – no one spoke for or against this item.
A written report is scheduled to go before the Ripon City Council.
A master list of all Development Agreements, previous and present, was presented in the staff report provided by Zuidervaart.
He noted that there was a total of 57 projects on the Development Agreement list, of which seven were considered still active.
“The Silverstone subdivision, Alexandra, and The Vineyards are 100 percent built out. No active building is going on within the development agreement but we do let them run during the duration of the time,” Zuidervaart said.
He added that two – Meadowood (88 lots, medium density) and The Pereira (47 lots, low density single-family homes) – on the list have yet to be started, pointing out that developers in both cases are still looking to find builders for those subdivisions.
Rounding out the list of seven are Ripon Gardens II and the Calvary Reformed Church Master Plan.
Zuidervaart said that Ripon Gardens II is a 110-unit apartment complex on about 6.5 acres in an area zoned for Neighborhood Commercial. One vacant commercial lot still remains in the area next to the recently-opened American Social restaurant.
The Calvary Reformed Church Master Plan is neither residential, commercial or industrial. The Ripon City Council agreed to extend the agreement on this project for another 15 years (2034).
“The master plan is a summary of all past Development Agreements that have expired over time or were terminated for one reason or another,” said Zuidervaart of the 50 other projects listed on the recent Development Agreement Master List.
