Three City of Manteca management team positions have been filled, including a director for the newly combined Parks & Recreation/Transit Department.

City Manager Toni Lundgren appointed Brandy Clark to lead the combined department.

Lundgren also appointed Vanessa Carrera as Deputy Director of Economic Development and Aaron Jeffery as Assistant Director of Streets and Compliance.

Clark brings more than 23 years of experience in local government, serving the City of Manteca in a variety of leadership roles within Parks, Recreation, and Community Services.

Over the course of her career, she has led the development and delivery of programs, special events, projects and services that support youth, families, and seniors while enhancing the overall quality of life in the community.

As Director of Parks, Recreation & Transit, Brandy will provide leadership and oversight over the City’s parks system, recreation programs and events, City facilities, and transit services. Her work focuses on strengthening organizational alignment, supporting long-range planning, and continuing to build strong partnerships with community organizations, local agencies, and residents.

She is known for her collaborative leadership style, her commitment to public service, and her ability to bring people together to achieve shared goals.

Clark has been actively involved in numerous community and professional organizations throughout her career. She is a Past President and current Board Member of the California Parks & Recreation Society District 5 and serves as Treasurer for the Boys & Girls Club of Manteca/Lathrop.

She is also involved with the Downtown Manteca Improvement Association and has supported a variety of local initiatives focused on community engagement and youth development.

In recognition of her service, she was honored with the City of Manteca Humanitarian Award. Clark attended Golden West School, graduated from Manteca High School.

She earned a Bachelor of Liberal Studies with a minor in Management from the University of Maine. Brandy is proud to serve the Manteca Community.

Vanessa Carrera

Carrera has more than 19 years of experience in local government, working across Cultural Arts/Recreation, Public Works, Public Information, Economic Development, and the City Manager’s Office.

As the Deputy Director of Economic Development, she works to attract new businesses to Manteca, retain and support existing ones, and help business owners navigate the permitting process and get access to resources, engage in marketing and outreach, support downtown district improvements, and oversee special projects that support quality of life and the Manteca local economy.

She is completing her Master’s degree in Public Administration from CSU Long Beach and holds a Bachelor’s degree in Mass Media Communications from CSU Sacramento.

Aaron Jeffery

Jeffery has dedicated 29 years of service to the City of Manteca, where he currently serves as the Assistant Director of Streets and Compliance.

Throughout his career, he has worked his way up from an entry-level position in the Streets Division, gaining extensive hands-on experience and leadership expertise across multiple areas, including street maintenance and water operations.

His commitment to continuous improvement has helped strengthen operations, expand team capacity, and better serve the needs of Manteca’s growing community.

Jeffery is a recent graduate from UMPI, where he earned his Bachelor’s degree in Business with a minor in Project Management. He is dedicated to applying decades of practical experience to improve processes, support organizational growth, and enhance residents' quality of life.
